The Road to a Smart License in Nepal

Getting a driving license in Nepal is a rite of passage. It is also one of the most frustrating bureaucratic processes you will encounter. However, things have improved in 2026. The introduction of the 70% Pass Rule has significantly increased the pass rate for trials, and the online application system (EDLRS) is more stable than before.

This guide covers everything you need to know to get your license for two-wheelers (Category A/K) and four-wheelers (Category B), from the first click on the DOTM website to holding the smart card in your hand.

The 4-Step Process Overview

  1. Online Application: Fill the form and book a date for biometrics.
  2. Biometrics & Medical: Visit the Transportation Management Office, give fingerprints, eye test, and pay Rs. 500 exam fee.
  3. Written Exam (Likhit): A 20-question multiple-choice test. You must get 10/20 to pass.
  4. Trial Exam: The practical driving test. Pass this, and you get your license.

Step 1: Filling the Online Form (EDLRS)

Website: applydl.dotm.gov.np

Time: The server is open 24/7, but slots for Kathmandu offices (Thulo Bharyang, Ekantakuna, Chabahil, Jagati) fill up instantly when opened.

How to Apply:

  1. Create an account using your mobile number.
  2. Fill in personal details. Critical: Your name and DOB must match your citizenship exactly.
  3. Select "New License".
  4. Select Category:
    • A: Motorcycle
    • K: Scooter
    • B: Car/Jeep/Van
  5. Select Office: Choose the office convenient for you. Note that you must go to this specific office for all steps.
  6. Book Appointment: Select a date. If red, it's full. If green/white, click and book.

Step 2: The Written Exam (Likhit)

The written exam is held the day after your biometric/medical visit. It is computer-based.

  • Total Questions: 20
  • Pass Mark: 10 (50%)
  • Time: 30 Minutes

Syllabus & Tips

The questions come from a published pool of 500 questions by DOTM. They cover:

  • Traffic Signs (Stop, No Parking, One Way).
  • Traffic Rules (Overtaking side, right of way).
  • Basic Mechanical Knowledge (What does the brake light indicate?).
  • First Aid & Safety.

Step 3: The Trial Exam (Detailed Guide)

This is where 80% of applicants used to fail. The exam tests your control and balance.

Two-Wheeler (Bike/Scooter) Course:

  1. Figure 8: You must complete two loops of the '8' shape without touching the lines or putting your foot down. This is the hardest part.
  2. Narrow Plank: Ride straight on a narrow raised platform. Do not fall off.
  3. U-Turn: A simple U-turn. Signal light is mandatory here.
  4. Traffic Lights: Stop at Red/Yellow. Go at Green.
  5. Speed bump & Ramp: Stop on the uphill. Start without rolling back more than 6 inches. Stop on downhill.

Four-Wheeler (Car) Course:

  1. Figure 8: Same shape, but much wider. Don't hit the poles.
  2. Reversing (Garage Parking): Reverse into a T-shape or L-shape parking spot without hitting poles.
  3. U-Turn & Ramp: Similar to bike, stop on uphill and start without rollback.

Understanding the 70% Pass Rule

Previously, a single mistake meant FAIL. Now, the DOTM has introduced a points system. You pass if you score 70 out of 100.

How Points are Deducted (Two-Wheeler):

Mistake Points Deducted Status
Touching line in '8' (Once) -5 Pass
Foot down in '8' (Once) -5 Pass
Not turning on indicator (U-turn) -10 Pass
Touching line in '8' (Twice) -100 FAIL
Falling off the bike -100 FAIL
Skipping Red Light -100 FAIL

This means you can make 2-3 minor mistakes (like touching a line once or forgetting a light) and STILL PASS. This has made getting a license much fairer.

Fees & Payment

  • Written Exam Fee: Rs. 500
  • License Issue Fee (Category A/K): Rs. 1,500
  • License Issue Fee (Category B): Rs. 4,000

After passing the trial, you must visit the transport office after 10 working days to pay the revenue tax. You will get a temporary slip (Rajaswa tiryeko rasid). This slip works as your license until the smart card is printed.

Checking Smart License Print Status

The waiting period for the smart card is infamous. It used to take 2 years. In 2026, it is down to about 6-8 months due to mass printing contracts.

To Check Status:

  1. Send SMS: Type LC <Application ID> and send to 33001.
  2. Or check on the DOTM website.

If status says "Printed", go to your office to collect it.

Renewal Process

Licenses are valid for 5 years. You must renew it within 3 months of expiry to avoid fines.

  1. Fill the online renewal form.
  2. Do the medical test near the office.
  3. Pay the renewal fee (Rs. 1,500 + fines if late).
  4. Submit old license and get a new receipt.

Note: Renewal does not require a trial or written exam. It is just administrative.

Frequently Asked Questions

If I fail the trial, when can I retry?

You can give a "Retrial" after 10 days. You do not need to fill the form again. Just go to the office, pay Rs. 500 retrial fee, and book a new date. You get 3 attempts within 18 months of passing the written exam.

Can I use my own bike for the trial?

In most centers, NO. You must use the bike provided by the trial center. It is usually a generic 125cc bike (like Splendor or Shine). Scooters are usually Dio or Aviator. Get used to riding a bike with a basic clutch.

Is the 70% rule applicable everywhere?

Yes, it has been implemented in all 7 provinces as of late 2025.

Can I convert a foreign license?

Yes. If you have a valid license from another country, you can convert it to a Nepali license without the written or trial exam (in theory). However, in practice, they often make you take a simplified trial. Visit Ekantakuna office for this.
